Students are now set to return to college campuses in a cautious and gradual manner, which have been closed since last March due to the Covid-19 pandemic. In most states, the phased reopening started with schools. However, over the last few days, announcements have been trickling in on getting college students back. A look at the University Grants Commission (UGC) guidelines for reopening of universities and colleges across the country:
- Phased reopening: Higher education institutions can reopen in phases, starting first with research, masters and final-year undergraduate students. However, the number of students attending classes on campus, at a given time, should not be more than half the total student strength. The remaining students will be encouraged to continue online learning, but they may visit their departments in smaller groups, with prior appointment, to consult faculty members.
- Attendance: Some students may opt not to attend classes and prefer to study online while staying at home. Institutions may provide online study material and access to e-resources to such students for teaching-learning. Institutions should have a plan ready for such international students who could not join the programme due to international travel restrictions or visa-related issues. Online teaching-learning arrangements should also be made for them.
- Teaching hours: Institutions can extend teaching hours and follow a six-day schedule to accommodate students in batches and ensure social distancing.
- Reopening of hostels: Hostels may be opened only in such cases where it is necessary. If it has to be done, then sharing of rooms will not be allowed. Residential students coming from different locations shall remain in quarantine and self-monitor their health for a period of 14 days before being allowed to attend classes. Resident students and staff should avoid or limit visiting the markets. As far as possible, essential items may be made available within the campus.
- Isolation facilities: Isolation for symptomatic persons and quarantine facilities for those who were in contact with the positively tested persons should be there on campus or a tie-up may be made in advance with some Government hospital or approved premises or as advised by the local authorities so that, in case of necessity, prompt action may be taken. Proper arrangement of safety, health, food, water etc. should be ensured for those in quarantine.
