Union education minister releases compendium of UGC regulations

September 4, 2024

Union Minister for Education Dharmendra Pradhan unveiled a comprehensive **Compendium of UGC Regulations** on Wednesday in New Delhi. The release took place during a Workshop on Institutional Development Plan, organized by the University Grants Commission (UGC).

The compendium is an extensive compilation, meticulously gathering 15 rules covering key areas such as inspection, institutional fitness, budget, and accounts. In addition, it includes 87 regulations that span crucial aspects of higher education, including admission and fee structures, establishment and affiliation procedures, autonomy, and accreditation guidelines. This collection serves as a critical reference for higher educational institutions across India, outlining the framework they must adhere to as directed by the UGC.

Among the significant elements in the compendium are 28 notifications that address degree specifications and other miscellaneous matters. These notifications provide detailed guidance on various administrative and academic operations within higher education institutions.

The compendium not only consolidates existing rules but also provides clarity on the constitution of committees, adherence to regulations set by relevant authorities, and the conduct of inspections at universities. It also mandates the regular return of information by colleges and the provision of data as required by the UGC.

Moreover, the compendium emphasizes the regulations governing college affiliations and includes a comprehensive list of approved undergraduate and postgraduate courses by various universities. This ensures that educational institutions are well-informed about the standards and expectations set by the UGC, fostering a more transparent and accountable educational environment.

This initiative by the UGC and the Ministry of Education aims to streamline the governance of higher education in India, ensuring that all institutions maintain consistent standards of quality and transparency. By compiling these regulations into a single document, the UGC has made it easier for institutions to access and comply with the rules, ultimately contributing to the enhancement of the country’s higher education system.

“Our HEIs will play a crucial role in realising PM Shri @narendramodi’s vision of Viksit Bharat by embracing the core values and spirit of NEP 2020.
