NCPCR summons Bihar chief secretary over madrasas

The National Commission for Protection of Child Rights (NCPCR) has issued a summons to the Bihar chief secretary, citing an unsatisfactory response to its queries concerning mapped and unmapped madrasas in the state. This move is part of the NCPCR’s heightened scrutiny of state funds allocated for education in Bihar, with a specific focus on the functioning of madrasas.

The chief secretary is now required to appear before the commission on February 22 at 3 pm, presenting detailed, point-wise information on the inquiries made, supported by all relevant documents. The summons is in connection with the state’s compliance with the Right to Education (RTE) Act, particularly Section 2(u), which delineates the scope of educational institutions.

The notice underscores the constitutional obligation of the state to ensure the provision of education, emphasizing the importance of enrolling children in accredited schools rather than madrasas. Expressing dissatisfaction with the chief secretary’s initial response, the commission has demanded additional documentation and information.

Among the documents sought is an affidavit confirming that no madrasa operates in Bihar without a unique district information system for education (UDISE) code. Furthermore, the commission has requested details regarding non-Muslim children attending madrasas in Bihar, including the number of non-Muslim children who have completed the highest level of education (equivalent to 12th grade) in madrasas.

Additionally, the commission seeks information on the number of non-Muslim children who have attained the status of Maulvis after completing requisite courses in madrasas. In a broader scope, the commission has also issued notices to UNICEF and NCERT regarding the curriculum adopted by madrasas, expanding its examination of the educational landscape in Bihar.
