In January of this year, the Pratham Foundation’s Annual Status of Education Report (ASER) 2023 revealed that 42 percent of children aged 14 to 18 in rural India struggle to read basic English sentences. This language barrier perpetuates class and socio-economic divides. Recognizing this, the decisions of the Andhra Pradesh and Telangana governments to introduce English as the primary medium of instruction in government schools are seen as positive steps. This shift aims to bridge the language gap, enhance skill development, and empower students as global citizens.
However, the move poses challenges for first-generation English learners who lack necessary resources for fluency improvement. Change Leader Rajeswari Mangalagiri addresses this issue, emphasizing the need to acknowledge obstacles such as intergenerational illiteracy, inadequate teacher training, and a lack of teaching materials.
In 2023, the Andhra Pradesh government explored collaboration with the English and Foreign Languages University (EFLU) to offer foreign language courses in 1,000 government schools. While proficiency in English and other languages can open new opportunities, Rajeswari is concerned about existing learning impediments, emphasizing the need for an enabling environment at home.
Rajeswari has initiated an online petition urging Chief Minister YS Jagan Mohan Reddy, Minister for School Education Botsa Satyanarayana, and Special Chief Secretary for Education Praveen Prakash IAS to establish dedicated English Learning Labs in all government-aided schools. These labs, staffed by trained teachers, aim to help first-generation learners master English confidently, potentially benefiting millions of marginalized students and transforming the education landscape in Andhra Pradesh.
