Delhi HC: Security breaches at college festivals show authorities negligence

October 10, 2023

The Delhi High Court has taken suo motu cognizance of security breaches at college festivals, responding to allegations from several female Delhi University students who claimed to have been secretly filmed while changing in an IIT-Delhi washroom during an institute’s fest.

Chief Justice Satish Chandra Sharma, heading the bench, emphasized the need for adequate security measures to ensure that students can participate in such events without fear of violation.

The court, which had previously dealt with an alleged sexual harassment incident at Gargi College in 2020, expressed concern over recurrent cases of harassment at festivals. It issued notices to IIT Delhi, IP University, and Delhi University, asking them to submit reports on their existing security policies for college festivals.

The court also directed the police to file a status report on the recent incident at IIT Delhi, urging immediate action to protect the victims’ privacy and prevent the dissemination of photographs and videos. The matter is scheduled for the next hearing on November 10.
